A direct buy program is available to government and non-profit entities that wish to load the software on to their own servers. While such a quote can be customized, and has associated annual maintenance fees, it offers the greatest flexibility and control for the users, who then will have the capability of deploying the laptop version with field strike teams and task forces, depending on the build out program. With ESRI ArcIMS base licensing, the user can drop in shape files and fully customize and integrate the Disaster Solution software into their existing GIS system.

With option 1 and 2 above, server hosting and tech support are included in the fees, so there is no need to buy additional software or hardware. The software package can be billed through the normal cell carrier as an added feature, and with GSA pricing in place, it can be fully reimbursable, subject to normal FEMA approvals.
